Post-secondary Learning Act

The Post-secondary Learning Act was proclaimed in 2004, which combined and updated four separate Acts that used to govern Alberta's public post-secondary institutions - the Universities Act, the Colleges Act, the Technical Institutes Act, and the Banff Centre Act - into one complete piece of legislation. The Act is intended to advance the concept of Campus Alberta by taking Alberta's post-secondary system into the future as a system that is accessible, flexible and responsive regardless of where a student chooses to learn.

The Post-secondary Learning Act:

  • Gives post-secondary institutions flexibility to conduct their business so they are better able to respond to the needs of students and society;
  • Provides students with predictable and manageable tuition fees;
  • Sets out governance structures, ministerial powers, accountability and reporting requirements, and,
  • Establishes other related bodies including the Campus Alberta Quality Council, and student and faculty associations.

Bill 7 outlines proposed amendments to the Post-secondary Learning Act for 2008. Amendments to the Act are designed primarily to align the Act with the recently approved Roles and Mandates Policy Framework in order to further its successful implementation. It is expected that Bill 7 will resume through the legislative process in the Fall Session.
